FRST

Two halves of one studio.

A consulting practice. An engineering lab. One team.

THE FRAME

FRST is built on a simple structural argument: the organisations that will win the next decade are those that decide what they are becoming and then build the systems that make it real. Strategy without engineering is a deck. Engineering without strategy is waste.

We are two founders. One runs the consulting practice: foresight workshops, capability programmes, and senior-leader advisory. The other runs the internal lab: agent systems, automation pipelines, and production-grade tools we use ourselves before we deliver them to clients.

That is not a typical structure for a consultancy. It is intentional. The practice informs the lab. The lab proves the practice. Our clients do not get a recommendation. They get a committed partner who has already shipped what they are proposing.

THE FOUNDERS

Raheel Waqar

Raheel Waqar

CEO · CONSULTING PRACTICE

Raheel leads the consulting side of FRST. His work is in the room where the decision gets made: two-day AI strategy workshops with chancellors and country directors, foresight briefings for senior leadership, capability programmes that cascade from C-suite to cohort. He co-led the Riphah International University engagement that committed PKR 100M in a single session. Before FRST, two decades designing multi-stakeholder change programmes for UNICEF, WHO, and the World Bank. His view: most AI projects fail because the leader in the room never fully decided.

Usman Zahid

Usman Zahid

COO · AI LAB & ENGINEERING

Usman runs the lab. He builds what FRST delivers. SARAH, JANE, and ZOYA are not concept slides -- they are systems in production, running on real client data, already tested on real facilitation days. He brings 19 years of certified behavioural design practice across IOM, FAO, UNFPA, and World Bank programmes, now applied to how AI agents should actually behave inside institutions. His view: a consultant who cannot ship what they propose is just a copywriter with a day rate.

OUR PRINCIPLES

01

Strategy before AI.

Most organisations buy tools and ask what they are for. We work the other way. Decision first. System second.

02

Behaviour change is the job.

Adoption fails because people protect their existing workflows. Technology without behaviour change is expensive theatre.

03

We build what we deliver.

The lab is not a side project. Every agent and system we propose to clients has already run inside our own practice.

04

We stay until it sticks.

The workshop is the beginning. We embed through the 90-day adoption window. Full IP transfer on exit.

Raheel sells the decision. Usman builds what gets delivered.

AI doesn't fail. Behaviour does.
